Heat olive oil in a medium saucepan over medium-high heat. Add the raw rice and stir to coat. Continue stirring occasionally until the rice begins to brown slightly.
Stir in the minced garlic and cook for 1 minute until fragrant.
Add water, butter, and salt. Bring to a rolling boil, cover and reduce the heat to maintain a low simmer.
Let the rice cook undisturbed for 15 minutes. Remove from heat and allow it to sit, covered, for 10 minutes.
Fluff the rice with a fork, transfer to a serving bowl, pour lime juice over the rice, and toss with chopped cilantro.
